What does Instagram and Meta ads management cost?

By the WebMaxs team · · Updated 2026-10-28 · 6 min read

Short answer: You pay for three separate things: the management fee for the people who run your campaigns, the ad spend you pay Meta directly, and the creative (images, video and copy). Ask for each to be quoted separately, keep the ad account in your name, and judge results by leads and cost per lead.

What are you actually paying for?

You pay for three different things, and most quotes mix them together. Separating them is the first step to comparing quotes fairly.

  • Management fee: the people who plan, set up, monitor and improve your campaigns.
  • Ad spend: the money Meta charges to show your ads. It should be paid from your own ad account, not through the agency.
  • Creative: the images, videos and copy your ads use. Some plans include a set number each month, some charge per piece.

A fourth item sometimes appears: a one-time set-up fee for tracking, audiences and the first campaigns. Ask whether it applies before you sign.

Is ad spend included in the agency fee?

It should not be. Ad spend is billed by Meta to the payment method on your ad account.

If an agency asks you to pay ad spend to them, ask why. Make sure the ad account still sits in your name and that you can see every rupee spent. Paying Meta directly keeps the numbers honest and lets you change agency without losing your account history.

How do agencies charge for Meta ads management?

Most agencies use one of three models. Each one rewards the agency for something different, so it is worth knowing what you are buying.

ModelHow the fee worksGood forWatch out for
Flat monthly feeSame fee each month for an agreed scopeClear budgets and steady workScope creep, or vague scope
Percentage of ad spendFee rises as your spend risesLarge, growing budgetsAgency rewarded for raising spend
Performance or hybridSmaller fixed fee plus a bonus per resultBusinesses with clean trackingDisputes over what counts as a result

A flat fee is the easiest to budget for. A percentage model can be fair at large budgets, but the incentive needs watching. Hybrid deals only work when both sides agree in writing how a lead or sale is counted.

What should a management plan include?

At minimum, a plan should cover set-up, tracking, fresh creative, regular optimisation and a clear report.

  • Account set-up in your name, with the agency added as a partner.
  • Tracking: the Meta pixel and conversion events, so leads and sales are counted.
  • A fixed number of new ad creatives each month.
  • Weekly or fortnightly optimisation of audiences, budgets and ads.
  • A monthly report you can read in five minutes.

Creative volume matters more than many quotes suggest. Ads lose effect as people see them again and again. Our guide on how many ad creatives to test each month explains how to plan for that. If you need ads made quickly, an AI ad studio can produce variations without a new shoot each time.

How much ad spend do you need on top of the fee?

It depends on your goal and your cost per lead. Work backwards from the number of leads you want, then check the result with a small test.

Worked example (example numbers): A clinic wants about 50 enquiries a month.

It tests ads and sees a cost per lead of ₹1,200 in its own account.

To get 50 leads it needs ₹60,000 of ad spend (50 × ₹1,200).

Quote A is a flat ₹50,000 fee with 16 creatives included.

Quote B is 20% of spend (₹12,000) plus 8 creatives at ₹4,000 each (₹32,000), so ₹44,000.

Total monthly cost: A is ₹1,10,000 and B is ₹1,04,000.

Cost per lead including fees: A is ₹2,200 and B is ₹2,080.

If spend doubles to ₹1,20,000, B's fee rises to ₹56,000 while A stays at ₹50,000.

A also delivers twice as many creatives, which helps when ads tire.

These are example numbers, not typical rates. Your own cost per lead depends on your market, offer, creative and tracking. Our ad budget calculator helps you run the same sums with your figures.

How do you compare two quotes fairly?

Put each quote into the same three lines: fee, ad spend and creative. Then compare what each one delivers for the same goal.

Ask each agency the same questions:

  • How many new creatives do I get each month?
  • How often do you change budgets, audiences and ads?
  • Who owns the ad account, page and pixel?
  • What is the notice period?
  • What does the report show?

Our list of questions to ask before hiring a social media agency goes further. A cheaper quote with half the creative may cost more per lead by month three.

How do you know the money is working?

Ask for results in leads or sales and the cost of each one, not likes and reach. Reach is useful context, but it does not pay your bills.

A good report shows spend, leads, cost per lead and what the team will change next month. It should also say which ads were switched off and why. If you follow up leads on WhatsApp, the agency should collect proper consent first. Meta's developer guide on getting WhatsApp opt-in explains what that means.

Should you budget for channels beyond Instagram?

Start with one channel and add another once the first is working. Splitting a small budget across many channels makes each test too thin to read.

New channels are opening, though. According to Manifest, OpenAI opened its self-serve ChatGPT Ads Manager to Indian advertisers from 4 September 2026. As of October 2026, daily budgets start from ₹725. exchange4media reports that buying models include CPM, CPC and conversion-optimised CPC, and that India is a price test. What do WebMaxs plans cost?

WebMaxs publishes fixed monthly plans, all with ad spend paid separately from your own account. Essentials is ₹50,000 ($990) a month and includes Meta ads managed. Launch Growth is ₹75,000 ($1,490) a month with Meta and Google ads managed and 8 AI video ads.

Monthly plans have a one-time set-up of ₹25,000 ($300) and run month to month with 30 days' notice. Results are reported as leads and cost per lead. Full details are on our pricing page, and our Meta and Google ads service explains how campaigns are run. For a wider view across channels, see performance marketing.

Before you ask anyone for quotes, write your goal in one line. For example: "50 enquiries a month at a cost I can afford." Quotes are much easier to compare when everyone is solving the same problem.

Frequently asked questions

Can I pay for Meta ads management by the campaign instead of monthly?

Some agencies offer one-off campaign set-ups, but most charge monthly because ads need weekly attention. A one-off set-up can work for a short event or launch. For steady lead flow, a monthly arrangement with a short notice period is usually easier to manage.

Does a higher management fee mean better results?

Not on its own. A higher fee may buy more creative, more frequent optimisation or more channels, but none of that guarantees results. Ask what the extra money pays for, and compare quotes on the same goal.

Should the agency use my ad account or theirs?

Yours. The ad account, page and pixel should sit in your business's name, with the agency added as a partner. That way your data and history stay with you if you change agency.

How long before I can judge whether the spend is working?

Give a new account a few weeks to test audiences and creative before you judge it. Look at the trend in cost per lead over that period, not a single day. If nothing improves after a fair test, ask what the team will change.

Is creative cheaper if I supply my own photos and videos?

Often, yes, because the agency spends less time making assets. Your material still needs to suit the ad format, for example vertical video for Reels. Ask the agency to say which of your files they can use as they are.
